The Competition and Rules

CATEGORIES OF COMPETITION  


JUDGE'S INTERVIEW - 60 Points
Each contestant will meet individually with the panel of judges for five (5) minutes.
Judging Criteria: clarity of speech, self-confidence, poise, and the ability to present herself well

Wardrobe - Miss: A business suit or dress, appropriate for a job interview
Teen: A dress or suit appropriate for church
AFTER FIVE ATTIRE IS NOT APPROPRIATE FOR THIS COMPETITION

TALENT - 50 Points
Each contestant must perform individually. One off-stage musical accompanist is allowed. Talent should be no more than two (2) minutes.
Judging Criteria: appropriateness of selection, degree of skill in performance, stage presence, degree of perfection and overall appeal.

Wardrobe - Any costume or outfit, in good taste, appropriate for the talent presentation

PERSONALITY - 20 Points
Each contestant will present a prepared speech of approximately 20 seconds in length.
Judging Criteria: articulation, stage presence, personality, enthusiasm and confidence.

Wardrobe - A business suit or dress, appropriate for a job interview or for church
AFTER FIVE ATTIRE IS NOT APPROPRIATE FOR THIS COMPETITION

The outfit worn in the interview competition is appropriate and encouraged for this scene.

EVENING GOWN - 20 Points
Each contestant will present herself individually in on stage in a gown.
Judging Criteria: poise, presentation and the ability to present herself gracefully in a gown but the gown itself will not be judged.

Wardrobe - Miss: A floor length evening gown of any color, any style.
Teen: A floor length evening gown of a youthful color, no black, silver, etc. Teen gowns must be age appropriate, no high slits, no low cut fronts, etc.

ACADEMIC ACHIEVEMENT
- 20 Points
Each contestant must turn in her most recent academic report card. Points will be awarded based on overall g.p.a. Consideration will be given for strength of academic program (i.e. courseload).


COMMUNITY SUPPORT
- 10 Points
Community Support will be measured by any combination of the selling of advertisements, patrons for the program book and/or of tickets to the pageant {NOT including sponsor fee}. Any contestant receiving $500 in community support will receive 10 points.


ESSAY – 20 Points
Each contestant will be required to submit a one-page typed essay discussing the topic provided.  Essays will be judged on organization, content, development of theme and grammar

PAGEANT RULES & QUALIFICATIONS


1. The pageant is open to any Black/African American woman ages thirteen (13) to seventeen (17) and ages eighteen (18) to twenty-seven (27). A contestant must be of appropriate age on or by pageant date of May 6, 2012.

2. All contestants shall be single, Never married and Never have conceived a child.

3. A contestant may never have been convicted of a felony.

4. A contestant must be attending or returning to school during the 2012 - 20 academic year.

5. The Miss Black Sacramento Scholarship Pageant maintains a NO SMOKING policy. No contestant may smoke at any event connected to the pageant.

FEES
6. All contestants are required to obtain a sponsor (s) to pay the entry/sponsor fee of $300.00 per contestant.

7. The Sponsor fee must be turned in to the pageant committee by March 31, 2012.

8. Each contestant is required to sell twenty (20) tickets to the pageant. Tickets are $25.00 each.

9. Contestants may solicit congratulatory or best wishes advertisements or collect one-line patrons to appear in the pageant program brochure under their name.

10. All checks and money orders are to be made payable to Mentoring Black Sisters, Inc. No personal checks will be accepted for any fees, patrons, advertisements or tickets after April 21, 2012.

11. A contestant is free to withdraw from the pageant at any time, but under no circumstances will she be entitled to the refund of any fee, in full or part, that she or sponsor (s) have paid.

12. A contestant will not be allowed to participate in the pageant unless all ticket, sponsor, patron and advertisement monies are submitted prior to the pageant date.

REHEARSALS
13. All contestants are required to participate in the pageant rehearsals and ARRIVE ON TIME. Only one (1) approved absence is permitted. Prior approval must be obtained from a pageant director. Rehearsals are held on Saturdays from 12:00 noon to 3:00 p.m.

14. No visitors, including parents, siblings, friends, etc. are allowed to attend rehearsals. They my drop off and pick up contestants only. Due to potential distractions, REHEARSALS ARE CLOSED.

15. Contestants must bring the following items to rehearsals:
1) comfortable clothing (exercise attire) 2) shoes with a heel 3) materials for talent (CD, etc.)

16. Contestants must present talent and participate in wardrobe check on the dates indicated NO EXCEPTIONS, NO EXCUSES. Failure to do so may result in disqualification or points deducted from final score pageant night.

COMPETITION/POST PAGEANT DETAILS
17. A contestant must furnish all garments required for participating in the pageant. Garments must be in good taste and must be approved by the pageant committee on the date of the wardrobe check date.

18. Talent content, wardrobe and all other pageant competition material and presentations must be in good taste, age appropriate and non-offensive to any race, religion or orientation. All material must be approved and is subject to the discretion of the executive director.

19. The decision of the judges is final. Refer to "Categories of Competition" sheet for a detailed explanation of competition and point values.

20. If selected queen, the contestant will make herself available for personal appearances and any other events scheduled by the pageant committee. Failure to do so may result in disqualification and deferral of crown to the next runner-up. The committee will attempt to minimize interruptions to work or school schedule.

21. During her reign, the queen may NOT participate in any other pageants or similar competitions without approval of the pageant director. Such unauthorized participation will result in automatic forfeiture of the Miss Black Sacramento crown.

22. All appearances made by Miss Black Sacramento must be approved by the pageant committee and chaperoned by a pageant committee member.

23. The queen must wear age appropriate and otherwise appropriate attire at all appearances during her reign; as well as present only appropriate material at any performances. The queen should adhere to the wardrobe appropriate for pageant competition.

24. Pageant runner-ups may be called on and should be available for special appearances in the queen's absence.

25. Upon verification of academic enrollment, all academic scholarship fees will be paid according to the following schedule: 1/2 after six months of reign AND upon verification of enrollment in an academic program; and the remaining 1/2 will be paid not prior to the completion of her reign. The teen queen will receive her academic scholarship via check to her.

26. Any contestant who misrepresents herself, provides false information (academic record, biography etc.) or in any other way engages in deception WILL BE DISQUALIFIED upon discovery, before, during or after competition.

27. Violation of any of the listed rules or engaging in any behavior deemed inappropriate for a scholarship queen, prior to, during or after the pageant is cause for disqualification AT THE DISCRETION OF THE EXECUTIVE DIRECTOR.
